Enablement Requirements
- Operator supplies an explicit upstream budget.
- Operator selects an exact Actor ID and allowed data purpose.
- The Actor is eligible for x402, pay-per-event, limited-permission execution, and not Standby.
- The request avoids scraping, outreach, private personal data, and competitor inspection unless separately approved.
- The buyer/operator wallet is authenticated and funded outside ApexScout's public surfaces.
- The returned prepaid token is treated as a secret and never exposed in public logs, docs, metrics, or reports.
